Mrs. Luebbe has lived in Citrus County for over 33 years.  She earned a B.A. from the State University of New York at Geneseo, and a M.A. from the University of South Florida.   She was a teacher and guidance counselor in Citrus and Pasco Counties. For 12 years before retirement she worked at College of Central Florida as a counselor, adjunct instructor, and manager of CF’s adult education program.  Mrs. Luebbe has volunteered with Citrus County Blessings for many years. She also serves on the Crystal River Waterfronts Advisory Board, and the Save our Waters Week Planning Committee.

Buddy Grant

Vice Chair

Commander Grant graduated from Citrus High School, joined the U.S. Army and was honorably discharged as a Sergeant.  Buddy received his B.S. from University of Central Florida and his MBA from St. Leo University. In 2003 he was commissioned as an officer in the National Guard where he served for approximately 3 years. Buddy has been in law enforcement for over 20 years.   He is very involved in community activities.

Ms. Caffee has been in the financial services industry since March 1987, having spent all those years with Raymond James in the Crystal River, Florida office. Her specialty is working with clients on planning strategies specific to their situation to include retirement income, and financial and estate planning.  Her areas of expertise include the generational transfer of wealth and financial planning for retirees, divorced and widowed women, and families in transition due to aging parents.  She holds a Wealth Management Specialist designation as well as a Retirement Plan Consultant designation.

Mrs. Wells grew up, attended college and started her professional career right here in Citrus County. She holds a Bachelor of Arts degree in Business Administration with specialization in Accounting and completed a fifth year, making her eligible to become a Certified Public Accountant. She is also a QuickBooks Certified ProAdvisor.

Her experience in the accounting field includes public and private accounting, along with tax and audit services. Tabitha has also performed full-service accounting functions for government entities, non-profit organizations, and individuals. She has served on numerous boards and volunteered for several charities.

Legal Counsel

Ms. Williams’ family moved to Citrus County in 1997, and she is proud to call it home. She attended Central Catholic School of Citrus County and graduated from Lecanto High School. She earned her bachelor’s degree from the University of Florida and her juris doctor from Florida Coastal School of Law. After being admitted to the Florida Bar, Tanya returned home and began practicing law in Inverness in 2012.

Tanya is actively involved in various Florida Bar organizations and the local legal community as a member of the Citrus County Bar Association and the Citrus-Hernando Inn of Court. She serves as an Inverness Rotarian, member of the Citrus County Chamber of Commerce Young Professionals, and is a 2016 graduate of Leadership Citrus. In 2014, the Citrus County Chronicle named Tanya one of its “40 Under 40”.

Tanya is honored to contribute her time and skills to Citrus County Blessings.

Before retiring, Citrus County native, Ms. Gibbs, spent the previous 15 years as a merchant services representative for Visa/Mastercard and managed a portfolio of over 11 million in monthly sales. Ann is active in many civic organizations. Ann has been a Blessings’ team member packing bags and delivering them to the schools for the past several years.

Mr. Burrell is very active within our community. He regularly volunteers with DayStar Catholic Charities as well as with our Citrus County Blessings program. Pete is also a member of the Knights of Columbus of St. Scholastica and is a lifetime director of the Chamber of Commerce.

Linda Rodgers

Mrs. Rodgers is a graduate of Citrus High School and College of Central Florida, she has lived in Citrus County for most of her life.  Linda started her career with Suncoast Credit Union in 1993. She has been a branch manager for 14 years with 11 years in her current location at the Inverness Service Center. She and her husband have two children.  She is active in the community with volunteering and company sponsorships.

Mr. Orlito joined the SBDC at UNF and became a Certified Business Analyst in 2010. As a former business owner, Mike understands the myriad of challenges facing small business owners and is passionate about providing meaningful assistance to small business owners. Mike is a board member of the Community Food Bank of Citrus County. Mike embraces the opportunity to be of service to this community especially when it involves eliminating hunger.

Thomas Kennedy
Citrus County School Board Member

Mr. Kennedy was first elected to the School Board in 2010 and re-elected in 2014. He served as Chairman of the School Board in 2013-2014 and 2014-2015.

Thomas is passionate about Exceptional Student Education Students and students with learning challenges. Himself is dyslexic (a person with a reading disability), and knows first-hand the challenges that students with learning disabilities face and can appreciate what students with learning disabilities must do to best assist those students in becoming successful.

In addition to his school service, Thomas sits on the LifeSouth Advisory Board, Capital City Bank and is President of the Sun Coast Swim Team, Inc.  In addition works with youth in the community as a certified USA Swimming Coach, coaching swimming for local schools and swim clubs. He is a Youth Leader at the Crystal River United Methodist Church.

Tobey Phillips is the Community Services Director for Citrus County. She has been a resident of Citrus County since the age of 4 and a proud graduate of Citrus High School. She received a duel bachelors degree from University of Florida and a Master’s degree from University of South Florida. Having served 11 years in the public school district for Citrus County, she chose to get more involved in our community by joining the Chamber of Commerce staff as the Special Events Coordinator. The opportunity arose for Tobey to join the County staff, and she welcomed the challenge!

Rita graduated from New York City Technical College with an Associates degree in Dental Hygiene before moving to Citrus County in 1988. Working part time as a Dental Hygienist at Masterpiece Dental, Rita stays busy with family activities, baking and volunteering.


PeytonPeyton Burdette
Student Representative

 Peyton is a student at Lecanto High School.  She plays a variety of sports, though soccer is her favorite. While soccer is her hobby, volunteering is her passion. Peyton has had the opportunity to work with the Blessings program since her early elementary years. The program is near and dear to her heart and she cannot wait to keep making a difference with all the fabulous board members and community leaders involved!
